CM releases coffee table book 'Hari Sadan' of Assembly

CHANDIGARH: On Thursday, Chief Minister Manohar Lal released the coffee table book 'Hari Sadan', published on the new traditions and 3 glorious years of innovative experiments of the 14th Legislative Assembly of Haryana. In the release function organised in the Haryana Vidhan Sabha, the Chief Minister said that the manner in which Haryana Vidhan Sabha Speaker GIan Chand Gupta conducted the proceedings of the House during these three glorious years is commendable.

He said that maintaining a balance between the ruling party and the opposition in the assembly is a very difficult task. Therefore, when someone becomes the Speaker of the Legislative Assembly, first of all he has to change his mood that now he has to work above the party, which GIan Chand Gupta has played very well. The Speaker of the Assembly has conducted the Assembly in a dignified and constitutional manner. He said that the Haryana Vidhan Sabha has been conducted in a very systematic manner as compared to the Legislative Assembly of other states.

 

Haryana Vidhan Sabha becomes e-assembly

Chief Minister Manohar Lal said that Speaker of the Legislative Assembly Gian Chand Gupta has brought many revolutionary changes in the Vidhan Sabha. Taking a new initiative, Haryana Vidhan Sabha has been made e-Vidhan Sabha. At present, in the first year, the proceedings of the Vidhan Sabha will be conducted in both the ways, but in the coming years, the Haryana Vidhan Sabha will be completely paperless. This move of paperless assembly is a big change in itself.

 

Many revolutionary changes were brought in the assembly

The Chief Minister said that changes have also been made in the arrangement of food for the MLAs in the Vidhan Sabha. A new arrangement of Rs 100 thali has been started. Apart from this, the timing of the proceedings of the House has also been changed. Now the proceedings of the House begin at 11:00 am and continue till the completion of legislative business in the evening. He said that starting another new experiment in Haryana Vidhan Sabha, MLAs were provided training for legislative work. Then Lok Sabha Speaker Om Birla was also specially invited here.

He said that in these 3 years another new tradition was started. During the budget session, a holiday was kept in the house for 4 days so that the MLAs could read the budget properly and during these 4 days, suggestions were also taken from both the ruling and opposition MLAs.

Steps taken towards construction of new building of Haryana Legislative Assembly

The Chief Minister said that Speaker Gian Chand Gupta has also made efforts to construct a new building of Haryana Vidhan Sabha. The site for the building has been identified and consent has been given for it. The new building will be constructed soon after completing the necessary procedures. He said that the unique beginning of selecting the best MLA of the year was also done during the tenure of these three years.

 

New experiments were done in the assembly - Speaker of the assembly

On this occasion, Speaker of the Legislative Assembly Gian Chand Gupta expressed his gratitude to the Chief Minister for releasing the Coffee Table Book. He said that in these three years, the legislators of both the ruling party and the opposition have helped in the smooth running of the house, implementing new experiments for the betterment of the assembly.

 

Speaker Gian Chand Gupta said that new experiments have been done to increase the dignity, dignity and pride of the Vidhan Sabha. The questions to be asked during the Question Hour were selected through draw-of-lots to give full time to the legislators. Similarly, the rules of the Legislative Assembly running in the name of Punjab have been changed and named after Haryana. A replica of Shrimad Bhagvad Gita was installed in the Vidhan Sabha. Apart from this, the statue of Dr. Bhimrao Ambedkar was also unveiled in the assembly.

 

He said that provision has also been made for the legislators to get questions and bills on time. Now 5 days back questions and bills are presented in the house so that during these 5 days legislators can read them well. Not only this, new experiments were also done in the assembly office and biometric attendance was started. In addition, emphasis was also laid on ensuring timely execution of files under the Right to Service Act.

 

On this occasion, Transport Minister Moolchand Sharma, Deputy Speaker of the Legislative Assembly Ranbir Gangwa, Minister of State for Social Justice and Empowerment OP Yadav and Minister of State for Women and Child Development, Kamlesh Dhanda and a large number of MLAs and officials were present.
