Chandigarh: Over 100 HR professionals attend regional conference on labour laws

Chandigarh: NIPM -National Institute of Personnel Management (Punjab Chapter), a Not-for-profit premier body dedicated to the development of Human Resource (HR) professionals, organized a day Workshop on “Statutory compliances under Labour legislation covering new Labour codes & Misconduct in employment and disciplinary procedures”, at PHD Chamber House, Chandigarh.


The objective of the program was to provide a platform for HR professionals to interact with Central and State government authorities seeking clarifications and preparing for the hassle-free implementation of New Labour Codes as and when the Government announced its implementation.

The program was well attended by more than 100 Human Resources(HR) and Industrial Relations (IR) professionals across the industries from PSUs, Pharma, IT, Health care, and other industries from the states of Punjab, Haryana, Himachal and UT Chandigarh.Harish Nayar, IAS, Additional Chief Electoral Officer, Punjab, former Head- Punjab Labour Department as Additional Labour Commissioner presided over the inaugural session.

He shared his experience in his keynote address and discussed the vision and reforms undertaken to make it industry-friendly. He shared about the initiative taken for the transfer of wages through the bank instead of payment in cash to the workers employed in the industries.

He also briefly touched on various changes proposed under the New Labour Code in his address.

Ravinder Chadha, Chairman of the Punjab Chapter highlighted the activities of the Chapter, as well as Student Chapters in the region (in various Universities) that guide students under the mentorship of senior HR professionals.


NIPM Punjab Chapter is also associating with various industry associations of the region.

S P Bansal, Regional Vice President (North) NIPM, highlighted the activities of NIPM across India. He also informed about the upcoming Northern Regional HR Conference to be organized by NIPM in November 2024.

The distinguished speakers including K S Guru, Deputy Chief Labour Commissioner, Central (Retd) and presently Chairman of District Child Welfare Commission, Mohali, and Diwan Chand, Assistant Labour Commissioner (Central) discussed the Contract Labour (R&A) Act, while J S Kang, Deputy Secretary, Punjab, Building and Other Construction Workers (BOCCW) Board shared various welfare Schemes of Punjab Govt. for Construction Labour and Other workmen. Adv. Ajay Bakshi, Labour Law Practitioner & Consultant, Anil Kaushik, Chief Advisor, Personnel (IR & Legal) DCM Engineering deliberated on the Special Provisions relating to Lay Off, Retrenchment, Closure, Strikes, Lock Out, and Collective Bargaining under Industrial Dispute Act, 1947 and Misconduct in Employment and Disciplinary Procedures.

Anupam Malik, Additional Labour Commissioner, Haryana (Retd.), and Mr Jorawer Singh, CEO, Olympus highlighted changes and provisions under the New Labour Codes emphasizing that the new codes have been framed with the objective of ease of doing business. Mohit Singla, Deputy Director Factories, Punjab discussed provisions for Occupational safety and welfare under the Factories Act, 1948.
